  1. In a bowl, combine chicken, soy sauce, vinegar, garlic, bay leaves, and peppercorns. Marinate for at least 20 minutes.
  2. Heat oil in a large pan over medium heat. Sauté the onions until they become translucent, about 3 minutes.
  3. Add the marinated chicken to the pan, including the marinade. Increase heat to medium-high and sear the chicken until browned on all sides, about 7-10 minutes.
  4. Reduce the heat to medium. Add water and sugar. Stir gently to dissolve the sugar.
  5. Bring the mixture to a simmer. Cover the pan and let it cook for 30 minutes, stirring occasionally to ensure the chicken cooks evenly. Check that the sauce is thickened and the chicken is cooked through.
  6. Taste the sauce and adjust seasoning with salt if necessary.
